India’s Knowledge leadership model and its implication for the development of intellectual capital in Morocco

This comparative study has two purposes: First, learn how India managed to close the digital gap, and be a world leader in outsourcing and software production; reach a GDP rate of 9.2 percent despite a total population of 1, 134, 403, 000 and an adult literacy rate of 59.7 %. In Contrast, even with a rate that is 10 percentage points more than the Indian literacy rate, a population of only 30, 495, 000; the Moroccan GDP growth rate is only 1.7 percent according to the UNESCO (2005). Second, examine the Moroccan situation of knowledge capital against the Indian model and propose a knowledge leadership model that could leverage the geographic, cultural, and linguistic capital of the country to propel it into a world leader in eco-tourism, medical services, and green technology.

This paper will be based on readings from Knowledge Formats and Applications class together with literature on best practices in knowledge and intellectual capital development, insights from future studies, and my vision of growth possibilities of education for the 21st century.  I plan to develop this paper as follows: 1) conduct a comparative SWOC analysis of mechanisms of knowledge production in both Morocco and India. This analysis will briefly look at the role leadership, civil society, institutions, resources, driving forces play as either facilitating or inhibiting factors in creating knowledge and intellectual societies in India and Morocco. The second part, will primarily focus on the analysis of knowledge production situation in Morocco, and propose a constructivist knowledge leadership model that suits the development needs of the 21st century.
